Nevada Uniform Certification Program
The Nevada Uniform Certification Program provides a Uniform Certification Process for the following: Nevada Department of Transportation, Airport Authority of Washoe County, Clark County Department of Aviation, Regional Transportation Commission North and the Regional Transportation Commission South.
DBEs can apply for the Uniform Certification with any of the following: Airport Authority of Washoe County, Nevada Department of Transportation or the Clark County Department of Aviation. The application is then referred to the UPC committee for processing. There is a minimum of 30 days to complete the certification process.
Requirements:
There is a Personal Assets Dollar Cap of $750,000, excluding the value of your home. An Affidavit of Social and Economic Disadvantage is also required.
Nevada Department of Transportation
This certification is granted to disadvantaged business entrepreneurs including woman and the disabled.
Eligibility Requirements:
Must be at least 51% owned by one or more socially and economically disadvantaged individuals...whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals that own the company. Personal net worth of each disadvantaged owner does not exceed $750,000 individuals in the groups listed: Women, Black Americans, Hispanic Americans, Native Americans, Asian Pacific Americans, Asian, Indian Americans, SBA Groups, and Other.

Small Business Administration 8(a)
SBA's 8a program is designed to help socially and economically disadvantaged entrepreneurs. Requirement: There is a Personal Assets Cap of $250,000, excluding the value of the business and personal residence.
Eligibility Requirements:
A company must be owned and controlled by socially and economically disadvantaged individuals including African Americans, Hispanic Americans, Asian Pacific Americans, and Subcontinent Asian Americans. Other individuals must show through a preponderance of evidence that they are socially disadvantaged to race, ethnicity, gender, physical handicap, or residence in an environment isolated from the mainstream of American society.
National Minority Supplier Development Council (NMSDC)
The NMSDC and its affiliate councils do not certify non-ethnic women owned businesses.
Eligibility Requirements:
In order to be validated as a bona fide Minority Business Enterprise, the firm must be determined to be: legally organized; established as a profit-making organization; at least 51% owned by an ethnic minority group member; independent and not affiliated with another non-minority firm; and under the day-to-day operational guidance and control of an ethnic minority group member.
